Keeping Manila’s Workforce on Track Amid Weather Disruptions

Severe weather can disrupt the rhythm of business across Metro Manila and the wider Philippines, affecting commutes, staffing, shift schedules, and the number of hours employees are able to work. As these interruptions continue, AscentHR is encouraging employers to strengthen the workforce systems that help businesses adapt and compensate employees accurately.

Data from the Philippine Statistics Authority (PSA) show that average weekly hours worked decreased from 40.6 in July to 39.2 in August 2026. The agency identified bad weather as a major contributor. For workers, fewer hours may mean lower take-home pay; for employers, it can mean additional work to track schedule changes, calculate overtime, and complete statutory reporting correctly.

The figures come as underemployment remains a concern. While unemployment eased to 5.3% in August, underemployment stood at 11.9%, representing approximately 5.9 million employed Filipinos who wanted more working hours or another income source. Businesses operating across several branches may need to coordinate staffing and payroll while responding to local conditions. The International Labour Organization has identified extreme weather and heat stress as contributors to lost working hours in tropical climate zones.

Subramanyam Sreenivasaiah, Founder and CEO of AscentHR, said resilience should extend beyond physical disaster recovery. “Operational resilience isn’t just about disaster recovery, but it’s about having payroll and workforce technology agile enough to accommodate weather disruptions and seasonal hours without administrative drag,” he said. Automated shift tracking, flexible variable-pay engines, and real-time compliance safeguards can help businesses manage changes without unnecessary payroll friction.

As employers prepare for fourth-quarter seasonal hiring and further weather contingencies, AscentHR recommends reviewing HR systems for flexibility, local compliance, and real-time data visibility. AscentHR provides human capital management, payroll, compliance, and workforce solutions, including PowerPay and StoHRM.
